  • Markdown instructions

A SKILL.md file the model loads on demand, so it only costs tokens when a request actually matches.

  • Works with any LLM

AI skills are plain Markdown, not provider-specific code, so this works with GPT, Claude, Gemini, Grok, or a local model.

  • Self-contained

Everything the model needs lives in the instructions — no extra files to sync.

  • Open source

Published by openaccountants on GitHub. Read the source before you install it.

Installation

Install the Albania Social Contributions AI skill in TypingMind to use it with any LLM, or drop it into another agent that reads SKILL.md.

1

Install in TypingMind

TypingMind installs a skill straight from its GitHub folder — it reads SKILL.md, bundles the resource files, and stores the result locally.

  1. Open the app and go to Plugins → Skills.
  2. Choose "Install from GitHub".
  3. Paste the skill folder URL below and confirm.
    https://github.com/openaccountants/openaccountants/tree/main/agent-skills/albania-social-contributions
  4. Enable the skill in any chat where you want it available.
Plugins → Skills → Add skill → From GitHub URL, then paste the folder URL and press Continue.
2

Install in another agent

Any agent that reads the Agent Skills format can use this skill — copy the folder into that agent's skills directory.

Claude Code — .claude/skills
git clone --depth 1 https://github.com/openaccountants/openaccountants.git /tmp/openaccountants
mkdir -p .claude/skills
cp -r /tmp/openaccountants/agent-skills/albania-social-contributions .claude/skills/albania-social-contributions
Restart Claude Code after copying so it picks up the new skill.

Use it in TypingMind

Enable Albania Social Contributions in any TypingMind chat and the model takes it from there. Its name and description sit in the system prompt, and the moment a request matches, the model loads the full instructions itself — you never invoke it by hand, and it costs no tokens until it is actually used.

The model loads Albania Social Contributions on its own as soon as a request matches it.

Works with any AI model

AI skills are plain Markdown instructions rather than provider-specific code, so Albania Social Contributions is not tied to the model it was written for. Install it once in TypingMind and use it with GPT-5, Claude, Gemini, Grok, DeepSeek, Mistral, Llama, or a local model you run yourself — all on your own API keys.

  • Loaded only when it is needed

The system prompt carries just the name and description. The instructions are fetched on the first matching request, so an idle skill costs nothing.

  • Switch models mid-chat

Because the skill is instructions rather than code, changing model does not break it — the next model reads the same SKILL.md.

Skill instructions

This is the SKILL.md content the model loads. Read it before installing — a skill is instructions your model will follow.

Albania social and health contributions, tax year 2026

Source-cited draft. Built by Michael Cutajar and the OpenAccountants team from Law No. 7703/1993, Law No. 10383/2011, Council of Ministers Decisions No. 77/2015 and No. 776/2025, Instruction No. 23/2014, Law No. 9920/2008 and notices of the General Directorate of Taxes and the Social Insurance Institute, read on 2026-10-23. No accountant has reviewed it. Do not file from it without review by a qualified Albanian professional.

Currency: Albanian lek (ALL). Contributions are monthly. The General Directorate of Taxes (tatime.gov.al) collects social and health contributions together with employment income tax on the listëpagesa, and passes them to the Social Insurance Institute (ISSH, issh.gov.al) and the Compulsory Health Insurance Fund (FSDKSH, fsdksh.gov.al) (Law 10383/2011 art. 9(1); Law 7703/1993 art. 13).

Who this applies to

  • Employees and their employers. Both pay social insurance for sickness, maternity and pensions; the employer alone also pays for work accidents and unemployment (Law 7703/1993 art. 9). Both pay health insurance, half each (Law 10383/2011 art. 8(2)). This covers every employee, full or part time, from the first day of work, and foreign nationals working in Albania (Law 7703/1993 art. 7; ISSH, compulsory insurance page).
  • Self-employed persons (individuals carrying on an economic activity with regular income, including individual traders) are insured compulsorily for maternity, pensions and health. They pay for themselves on at least the minimum wage, and may choose a higher base up to the ceiling (Law 7703/1993 art. 9; Decision 77/2015 ch. III paras. 6, 7). This applies even when their business income is taxed at 0% under Law 29/2023 art. 69(1)(dh).
  • Unpaid family workers over 16 who work and live lawfully with the self-employed person: the self-employed person pays for them on the minimum wage (Law 7703/1993 art. 9; Decision 77/2015 ch. II para. 3(c)).
  • Individuals over 18 with regular income from movable or immovable property and no other compulsory health insurance pay health contributions (Decision 77/2015 ch. III para. 10).
  • Not covered here: self-employed farmers, who pay to ISSH under separate rules (Law 7703/1993 art. 10; ISSH page on compulsory insurance for the self-employed in agriculture); voluntary insurance (Law 7703/1993 art. 11); supplementary schemes for the military, police and state officials.

How the 2026 bases were set. Law 7703/1993 art. 10 ties the social ceiling to the minimum wage: it rises "by the same measure and at the same time". For 2026 the General Directorate applied that as the same ALL 10,000 increase, from ALL 176,416 to ALL 186,416, not the same 25% (tatime.gov.al notice of 14.01.2026). The fixed lek amounts still printed in the consolidated Decision 77/2015 (for example ALL 1,496 for self-employed health, ALL 22,000 for unpaid family workers) were computed on older minimum wages. Use the 2026 bases above.

Employer rate in the law and in the decision. Law 7703/1993 art. 10 gives employers 13.8% for sickness, maternity and pensions. Decision 77/2015 adds the employer-only accident (0.3%) and unemployment (0.9%) branches to reach 15.0%.

The taxable base

Employees. The base is monthly gross pay on the listëpagesa, cash and in kind, including the first 14 days of sick pay the employer pays (Decision 77/2015 ch. II; Instruction 26/2023 payroll form items 16 and 24).

  • Social: not below ALL 50,000 and not above ALL 186,416. The floor applies to part-time staff too (Decision 77/2015 ch. III para. 4(a)); only absences justified by documents, such as certified sick leave, reduce it in proportion to days worked (tatime.gov.al payroll Q&A, answer 6).
  • Health: not below ALL 50,000, no ceiling.
  • Left out of the base (Decision 77/2015 ch. II para. 2): court-ordered maintenance, antidotes given in kind under the rules, non-permanent bonuses for family misfortune, long illness, damage or natural disaster, travel costs for work away from home that are not pay, and fees unrelated to the current employment.
  • Technology parks. Employees in IT working for companies in parks under Law 58/2022 may, with prior written consent in the contract, pay social and health contributions on the minimum wage whatever their gross (Law 7703/1993 art. 10; Law 10383/2011 art. 7(5)).
  • Partly disabled employees receiving a partial invalidity pension may pay on a lower base by working time, but not below 50% of the minimum wage (Decision 77/2015 ch. II para. 3(ç)).

Two or more jobs (Decision 77/2015 ch. III para. 15). Each employer must calculate and pay contributions. Health is paid on each salary. Social contributions in total may not exceed those computed on the ceiling. Where the work at each employer is below the minimum wage (cleaners, maintenance staff and similar), one employer is agreed as the main employer and declares the person; the total base cannot fall below the minimum wage.

Self-employed. Social: 23% of the minimum wage, or of a higher base the person chooses up to the ceiling. The person enters the whole amount in the employer column of the listëpagesa (Instruction 26/2023 payroll form item 17). Health: 3.4% of double the minimum wage, a fixed ALL 3,400 a month for 2026, whatever the income (Law 10383/2011 art. 7(3)). In the month of first registration or restart, the General Directorate allows the amount for the days of activity to be entered (tatime.gov.al payroll Q&A, answer 2).

Ambulant traders and domestic workers pay fixed monthly amounts set in Decision 77/2015 ch. III paras. 13 and 14. See Not yet confirmed.

The self-employed person files the listëpagesa even with no employees, listing themselves and any unpaid family workers (E-SIG 025/a.1 and 025/a.2 filing notes, tatime.gov.al form models). Returns are electronic only (Instruction 23/2014 para. 4.2). Payment is made at banks with an agreement with the General Directorate of Taxes, ISSH and FSDKSH, or at Albanian Post (ISSH, compulsory insurance page). The listëpagesa is the record from which ISSH computes each person's benefits (ISSH, compulsory insurance page). A person can check their insured periods on e-Albania.

Late-payment interest is added under art. 76: 120% of the Bank of Albania interbank rate, from the due date to payment. The published rate is 7.8% a year from 11.04.2026, confirmed from 08.10.2026. It cannot be waived (art. 76(4)). There is no flat 10% late-payment penalty in the law.

An employer that cannot pay all it owes must still pay, in full and on time, the contributions withheld from employees' pay (ISSH, compulsory insurance page). The art. 119(1) fine does not apply to persons over 16 found working who qualify as unpaid family workers of a self-employed person, checked against the family certificate on e-Albania (art. 119(2)).

Cross-border points

  • Foreign nationals working in Albania are insured on the same terms as Albanians (Law 7703/1993 art. 7; ISSH, social insurance for foreigners).
  • Bilateral agreements. ISSH lists agreements applied with Turkey, Belgium, North Macedonia, Hungary, Luxembourg, the Czech Republic, Germany, Austria, Canada, Kosovo, Switzerland, Croatia, Bulgaria, Romania, Montenegro and Italy. Each sets the applicable legislation, evidenced by a certificate of coverage; insured periods in both states are added together for benefits, and pensions are exported without reduction (ISSH, bilateral agreements).
  • No agreement. A worker sent to Albania from a country without an agreement pays Albanian contributions from the first day, and may also owe contributions at home.
  • Albanians abroad are protected under the agreements, and Albanian citizens aged 18 to pension age may insure voluntarily (Law 7703/1993 arts. 7(a), 11; ISSH, social insurance for foreigners).

Worked examples

Example 1: self-employed consultant on the minimum base

Anila is a self-employed consultant in Durrës, not registered for VAT, with no staff. Her business income is taxed at 0% under art. 69(1)(dh), but contributions are still due. She pays on the minimum base.

Social: 23% × ALL 50,000 = ALL 11,500 a month. Health: 3.4% × ALL 100,000 (double the minimum wage) = ALL 3,400 a month. Total ALL 14,900 a month. As she is not registered for VAT, she files quarterly: ALL 44,700 for July to September 2026, due by 20 October 2026. For the year: ALL 178,800.

Example 2: part-time employee paid below the minimum wage

Gentian works 80 hours a month in a shop owned by a company, for ALL 30,000 gross a month. He has signed his personal status declaration there.

He works under 87 hours, so the social rates are 13.9% employer and 9.4% employee. The floor still applies: both bases are ALL 50,000, not his ALL 30,000. Employer social 13.9% × 50,000 = ALL 6,950; employee social 9.4% × 50,000 = ALL 4,700. Health 1.7% × 50,000 = ALL 850 each. His gross is under ALL 50,000, so no income tax (see albania-payroll). Net pay ALL 24,450. Employer cost ALL 37,800. Contributions of ALL 13,350 are 44.5% of his actual pay, against 27.9% for a full-time employee at or above the minimum wage.

Ask the client first

  1. Employee, self-employed, unpaid family worker, or more than one of these? Each has its own base and rate, and a second job changes the ceiling test.
  2. Monthly gross pay and contract hours. Under 87 hours, or a contract under one week, changes the rates; the ALL 50,000 floor applies regardless.
  3. For the self-employed: registered for VAT or not, and the base chosen. VAT status decides monthly or quarterly filing; a base above ALL 50,000 raises both contributions and future pension.
  4. Any foreign element. A posted worker with a certificate of coverage from an agreement country stays in the home scheme.
  5. Special status: technology-park employer, partial invalidity pension, farmer, ambulant trader or domestic worker.

Why use Albania Social Contributions on TypingMind?

Because you install it once and use it with any model. Albania Social Contributions is plain Markdown rather than provider-specific code, so the same skill runs on GPT-5, Claude, Gemini, Grok, or a local model — and you can switch model mid-chat without it breaking. TypingMind runs on your own API keys, so you pay providers directly instead of a per-seat subscription, and your skills and chats stay in your own storage.

How do I install Albania Social Contributions in TypingMind?

Open Plugins → Skills → Install from GitHub in TypingMind and paste https://github.com/openaccountants/openaccountants/tree/main/agent-skills/albania-social-contributions. TypingMind reads its SKILL.md and installs it as a skill you can enable per chat.

Which AI models can use Albania Social Contributions?

Any model you connect in TypingMind. AI skills are plain Markdown instructions rather than provider-specific code, so GPT, Claude, Gemini, Grok, and local models can all load this skill when a request matches it.

How many AI models can I use with Albania Social Contributions?

As many as you like. As long as a model supports skills, you can use Albania Social Contributions with it — GPT, Claude, Gemini, Grok, DeepSeek, Mistral, Llama and more — all on TypingMind with your own API keys.

Is the Albania Social Contributions AI skill free?

Yes. It is published on GitHub by openaccountants under the AGPL-3.0 license. You only pay your own AI provider for the tokens you use.

What are AI skills?

An AI skill is a reusable instruction bundle that teaches an AI model how to do one specific task. It follows the open Agent Skills format: a SKILL.md file with a name and description, plus any scripts, templates or reference files the model may need. The model reads the instructions only when your request matches the skill, so an installed skill costs nothing until it is used.

How are AI skills different from plugins or MCP servers?

A plugin or MCP server gives a model new tools to call — code that runs somewhere and returns a result. An AI skill gives the model knowledge and process instead: how to approach a task, which steps to follow, what good output looks like. Skills are plain Markdown, so they need no server, no API key and no runtime, and they work with any model.
