快速指导

这个 skill 关注的是“如何安全地操作现有流水线构建”，不是流水线设计指南。
使用前先确认三个标识：
- projectId：项目英文名
- pipelineId：以 p- 开头的流水线 ID
- buildId：以 b- 开头的构建 ID
触发构建的最短链路是：先拿启动参数，再向用户展示完整入参并获得确认，最后才真正启动。
